[Refactor] Passwort Hash/Set (#14282)
* move SaltGeneration into HashPasswort and rename it to what it does * Migration: Where Password is Valid with Empty String delete it * prohibit empty password hash * let SetPassword("") unset pwd stufftokarchuk/v1.17
