The latest mesa master needs 2.4.99 because of amdgpu

Currently we're using git clone --since=$GIT_DATE + git checkout $SHA
This causes problems when the $SHA is outside the time period.
Technically one can do git fetch origin $SHA, yet it requires a toggle
in git server-side. There is no obvious way to enable that in gitlab.
Alternatively we can (and should) update piglit and deqp on somewhat
regular intervals - just like we do for Mesa.

The docker documentation suggests that all the apt-get operations should
be done in a single RUN command.
Additionally it mentions that explicit invocation of apt-get clean is not
needed, and one should rm -rf the local apt cache.

Update Mesa to a commit enabling virgl on softpipe to advertise
GL 3.x and beyond. This will allow us to support desktop GL CI tests
in upcoming commits.
This newer Mesa version also fixes a few gles31 tests, so update results
in the ci/previous_results directory accordingly.

The old mesa version had a bug in handling EXT_texture_sRGB_R8 exposing
the texture type even though the extension was not supported by the API.
Bump also libdrm since it needs the update.

Define a CI run withing a specified docker image that uses pre-defined
versions of mesa, libdrm, and VK-GL_CTS.
The gitlab CI file .gitlab-ci.yml has been placed under ci/ in order to
avoid enabling the Ci automatically.
If the host provides a render device /dev/dri/render128D then forward
this device, use it as host device and run the dEQP GLES 2, 3, and 3.1
test suites as well as piglit by using vtest, a GL and a GLES
host context.
If this device is not available use the llvmpipe driver as host device
and run only dQEP GLES 2 with the GL and GLES host contexts.
