We had two non-pkg-config check paths in the configure script, to
support XCB functionality used before XCB had had an accompanying
release: xcb_poll_for_queued_event (released in 1.8, 2012), and a
usable XKB event mechanism (released in 1.9, 2013).
Convert the former to a version-based hard dependency, and the latter to
a version-based soft dependency. This avoids two compiler checks.

This is a complete port of the X11 backend that
uses recently added output handling API for output
configuration.
- Output can be configured at runtime by passing the
necessary configuration parameters, which can be
filled in manually, obtained from the configuration
file or obtained from the command line using
previously added functionality. It is required that
the scale and transform values are set using the
previously added functionality.
- Output can be created at runtime using the output
API. The output creation only creates a pending
output, which needs to be configured the same way as
mentioned above.
Same as before, a single output is created at runtime
using the default configuration or a configuration
parsed from the command line. The output-count
functionality is also preserved, which means more than
one output can be created initially, and more outputs can
be added at runtime using the output API.
v2:
- Fix wet_configure_windowed_output_from_config() usage.
- Call x11_output_disable() explicitly from
x11_output_destroy().
v3:
- Remove unneeded free().
- Disallow calling x11_output_configure more than once.
- Remove unneeded checks for output->name == NULL as that
has been disallowed.
- Use weston_compositor_add_pending_output().
- Bump weston_x11_backend_config version to 2.

X11 is the only backend that still used the input event loop.
This patch is an identical rewrite of
6deb09ef8a which was then reverted in
3bebe6461a for reasons unrecorded. This
patch is also the revert of 22ba60e514.
Originally input devices were moved into their own event loop in
7ea10864c2 and the reason for that is
explained in 7dbf5e2ea7.
The idea behind the input event loop was that it would be beneficial to
process and relay input events to clients just once during an output
repaint cycle, because clients cannot update the image on screen any
faster anyway. All input events also carry a timestamp, so we didn't
lose any timing information. This was supposed to save power by reducing
the process wake-ups and context switches. There was also a mention of
reducing lag.
However, the concept of an output repaint loop does not really work out
when you have several outputs, but the input devices are not exclusive
to a certain output.
The logic for driving the input event loop in Weston core was written to
assume a single output. When you have multiple outputs with independent
repaint cycles, the input event loop handling becomes fairly random, one
output freezes input while another output thaws it, etc.
The DRM backend stopped using the input event loop when it started using
the libinput input backend, which became the default in
3f5e906268, and the old code was finally
ripped out in 823ad33ef3.

The compositor's output_created signal used to be sent in weston_output_init()
which the backend call before putting the output in the output_list.
This caused problems when creating a new view in a listener to that signal,
because weston_view_assign_output() doesn't yet know the new output exists.
To fix this add a new weston_composito_add_output() func which adds the
output in the list and later sends the signal, and make the backends call
that.
This means compositors don't need to call supports() manually and
create() will just return -1 in the failure case as before. This also
means we can deal with the case of eglGetProcAddress returning
non-NULL but not actually being available at runtime.

Reading the presentation clock is never supposed to fail, but if it
does, this will notify about it. I have not seen it fail yet, though.
This prepares for new testing features in the future that might allow
controlling the presentation clock. Right now it is just a convenience
function for clock_gettime().
All presentation clock readers are converted to call this new function
except rpi-backend's rpi_flippipe_update_complete(), because it gets its
clock id via a thread-safe mechanism. There shouldn't be anything really
thread-unsafe in weston_compositor_read_presentation_clock() at the
moment, but might be in the future, and weston core is not expected to
need to be thread-safe.
