Replace `list.List` with slices (#16311)

* Replaced list with slice.

* Fixed usage of pointer to temporary variable.

* Replaced LIFO list with slice.

* Lint

* Removed type check.

* Removed duplicated code.

* Lint

* Fixed merge.
