vrend_shader: add arb_gpu_shader_fp64 support (v2)

This is a basic step towards GL4.0 and greater,
add support for the FP64 extension.

This requires ARB_gpu_shader5 on the host, to
implement ldexp using bitfieldInsert.

v2: drop fp64_srcs into local var
fix imul regression due to rebase
